    Delegates Andes moves to amend the bill in subdivision twenty-five of sub-section (b) of section thirteen, on page nineteen, line twenty one, by striking the entirety of the subdivision and inserting in lieu thereof the following:

“(25) To the extent possible, using the best technology currently available, work with officials of the West Virginia Department of Agriculture, West Virginia Division of Forestry, and West Virginia Division of Natural Resources to develop plans for seeding the surface mine site with plants that will bloom at peak times of dearth and that are beneficial to the local bee population;”
